It starts with your skills, and the market which you know. Being an entrepreneur in a market where you've been employed is a good starting point because you get fewer surprises. Most of the time, if you want to avoid getting loans to start, you will have to work a job while building up your business at the same time.
The first step is the business plan—how will you make your profits, what do you offer, etc.
The second step is investment and building up the product to a point where it is able to provide a profit.
The third step is finding buyers, which is literally the longest and most tedious/discouraging part of the game.
The fourth step is improving, providing greater value, and expanding.
Expect this to take you a few years. Otherwise, don't even start.
