The driver side airbags will always deploy if there is weight on the seat, seat belt engaged or not, vehicle in gear or not etc.

Otherwise if you where sitting in a parking spot with your car not running and got hit hard enough for the sensors to blow and they didnt youd have a gorillion dollar law suit.

This depends on where the impact occurs obviously. In all frontal impact instances the air bags should deploy. Unless damaged or removed.
