Maybe. It's probably a pretty common Jewish name, even with the surname spelled the second most popular way like it is, but yes, I definitely remember a young Jew named Rub(e/i)nstein in the news as some sort of convenient, maybe too conveniently placed, reporter in the last year or two.
Here's some of what Joogle coughed up:
https://www.rt.com/usa/374421-rt-reporter-arrested-inauguration-protests/ (an Alex Rubinstein was mentioned as a Russia Today reporter)
https://www.sott.net/article/340166-Police-protesters-clash-outside-of-the-DeploraBall-in-DC-ahead-of-Trump-inauguration (Protesters outside the "Deploraball" have been hit with pepper spray grenades ahead of the inauguration of President-elect Donald Trump. RT America is on the scene in Washington, DC. Police fired some sort of tear gas at demonstrators, according to RT's Alexander Rubinstein. The protesters are throwing things at officers, including posters, water balloons and even a bike at one point. "There are explosions," Rubinstein said )
THIS Alex Rubinstein's twitter is given as @AlexR_DC / Twitter which is at variance with the one in the news over Charlottesville but it could be and probably is, maybe is, the same Jew.
