It's filled with finger gunk! You have to rub it quickly and firmly on a hard surface.

On a stand alone mouse? rub the wheel firmly and rapidly on a hard surface, to dislodge the gunk!

I really don't get it..
if you can manage to take it apart without breaking it, try cleaning the contacts
otherwise..get a new one. you can prob buy 5 or 10 for $50 on amazon or ebay
The highest proof alcohol you can get your hands on: At least over 90% ABV. Everclear and 91% isopropyl both work.
