From what I understand, the Rabbis only consider someone a Jew if their mother is a Jew. Otherwise, they are not a Jew. Basically, to truly be considered a Jew, you have to possess what is known as the Cohen gene (which is passed down from mother to offspring). This is why Israel conducts state sanctioned genetic testing, to see if applicants are in possession of this Cohen gene.
