In the US, commas (and other punctuation marks) are always placed before the quote marks.
I think the U.K. has rules they follow. For instance direct quoted speech places the comma inside, but other quoted text has the comma after the quote marks.
One thing that drives me nuts is when people end their sentences with the preposition "at." "Look where we're at." "Where's the remote at?"
Sometimes it's acceptable to end a sentence in a preposition though still technically wrong. "Where are you from" is probably supposed to be "from where are you," which is just weird.
