Men. All the responsibility for maintaining the social order lies with men, because only men can enforce a social order (good or bad). Women are so frustrating you will tear your hair out and having them in charge you will then scalp yourself after you tear your hair out, but it is men that enforce the social order, it is men that will attack or imprison you for disobedience. The woman is like a dog some madman has named emperor. The dog would not really be responsible for being a shitty emperor. Or even understanding what is going on.
