Say an internet provider says it wants money from Netflix or it will cap the speed you can stream on that service stopping users from streaming at higher quality till they pay up.
That would be a violation of 'net neutrality' so I guess it's just not regulating the speed at which certain data can be accessed or blocking anyone from accessing any of it.
So there's that and apart from not limiting services it's the idea of no regulations so basically the dark web. Unless that does have regulations.
