I've got a lot of old, long-dead family members that could be considered 'war criminals' by the victorious Allied powers (hence a change of name on more than one side of my family).

This is a great idea for those who don't own one; the licenses are cheap as hell and the equipment isn't going to break the bank (if you're in Canada - not sure of the legislation down south - you've got to take an amateur radio operator course and pass with, if I recall, above a 70%, very easy stuff). A few of my local friends and myself all own one for just such reasons.
If you've got agency and some tools at your disposal, a simple faraday cage to store it in will ensure it's actually useful to you once you actually need it (I only take mine out every once in a while for fooling around or making sure it still functions, etc - most of the time it stays locked up).
