It's about breeding patterns, not overall genetic makeup.
Short answer: Africans breed like chimps.
Long Answer: X/A represents a ratio of X chromosomes present within a population as compared to the total. Europeans (Cromagnons, Homo Sapiens who mated with Neanderthals and settled in Europe) are, as per our DNA, more monogamous, compared to the others, that is in that aspect we evolve further apart from the Africans and Pan.
While the others have just above a ratio of two females reproducing for each reproducing male, the Europeans have a lower ratio. This points to monogamy/less promiscuity or one's wife living longer: less aggression towards women (rape and/or murder), or that men protected their wives.
Higher ratio = more likely to fuck anything that moves, whether it's yours or not.
Lower ratio = quality over quantity.
Edit: I'm assuming you're referring to the bottom graph. If you're referring to the top one, it's devaluation of US currency (due to the Jews at the Federal Reserve).
